Mr. Patrick Finnerty is the founder of his own consulting firm, PWF Consulting, which provides consulting services to several health care organizations.

In addition to his consulting business, Mr. Finnerty currently serves on several non-profit boards that promote access to care for uninsured and low-income persons, including the Virginia Oral Health Coalition. He also is a frequent volunteer at Mission of Mercy (MOM) Projects, which provide free dental care to those in underserved areas of Virginia.

Prior to PWF consulting, Mr. Finnerty served thirty-two years in the government. From 2002-2010, he was appointed by two governors to serve as Virginia’s Medicaid Director, where he directed all aspects of Virginia’s Medicaid and children’s health insurance programs that financed health care coverage for low-income persons. At the time of his retirement from the state government, the Virginia Medicaid and CHIP programs served over 820,000 people and had a total budget of $6.7 billion.

Mr. Finnerty also worked for the Virginia General Assembly’s Joint Commission on Health Care. As the Commission’s executive director, he had overall responsibility for the Commission’s health care policy analyses and studies and directed the Commission’s legislative agenda. Before the Joint Commission on Health Care, he was director of the Virginia state employee health benefits program for four years, where he managed two statewide health benefits programs for more than 150,000 people. His earlier experience includes work with the Department of Planning and Budget and the Department of State Police.

Mr. Finnerty received a bachelor’s degree in psychology and a master’s degree in public administration from Virginia Commonwealth University. He is a member of the Phi Kappa Phi National Honor Society and the recipient of numerous awards from various health care organizations.
