Nicole Pugar Lawter is Virginia Health Catalyst's public affairs consultant and a director of government relations in the Richmond office of Williams Mullen where she focuses on health care law and policy. As a non-attorney member of the firm’s Government Relations practice group, Nicole develops legislative advocacy, regulatory and grassroots strategies for her clients and represents their interests before Virginia’s legislative and executive branches of government including state agencies and boards.

Prior to joining William Mullen, Nicole was the director of government relations for Virginia Commonwealth University, its affiliated academic medical center, and health plan where she helped craft strategic plans to achieve its legislative priorities. Nicole earned her Bachelor of Arts from Randolph-Macon College in Ashland, Virginia, where she double-majored in political science and French.
